They share a 0.5% spawn rate, with Cattiva at 60% and Foxparks at only 40%, so just keep running and you'll find them. Digtoise is underground — it spawns as a Sleeping Digtoise in the Underground Desert with a 1/30 chance to replace Antlion Eggs. The location is fixed at world gen, so pop a Spelunker Potion and sweep the area. Chillet and Chillet Ignis come from Huge Dragon Eggs in the Cavern layer, 50/50 chance each.
